Color coordination. I always find it hilarious when an evil organization has outfits, but even more so when they color coordinate. 'Black Spell' 'White Spell' what!
Anyway, what ARE those things? Are they shoe covers? Really fluffy parts of the pants?

The kneepads. WHY knee pads? (Ignore Irie's swirling cape, I will not even COMMENT on the swirling cape)
I'm betting it has something to do with everyone and ANYONE in the Millefiore sucking cock behind the scenes. Or maybe Byakuran was just feeling devious. But srsly... kneepads.

No outfit EVER needs more than one belt. THAT LOOKS LIKE A STRAIGHT JACKET. >< Also, that coat has a super sneaky stalker device in it. I'm serious. It's canon that the Cervello loose Irie if he's not wearing his coat.

Those shoulder pads... I mean really. Though they're SUPER ridiculous on Irie b/c of his big swirling cape.
5) Byakuran's collar, the Cervello's skirts, Iris' outfit in general....... The list could get long. BUT I WILL END AT FIVE.
